Job Requirements:

  • Knowledge of the mission, objectives, strategies and program goals of the Internal Revenue Service and services in order to effectively and efficiently integrate procurement management services and assist customers in achieving milestones and reaching the Service’s business goals.
  • A 1-year supervisory or managerial probational period is required.
  • Skill in oral and written communication to effectively and diplomatically interact with internal and external customers.
  • Expert knowledge and understanding of procurement regulations and contracting principles sufficient to plan, develop, implement, maintain and administer all contractual aspects of the IRS procurement program, specifically, knowledge of “The Federal Acquisition Regulations” (FAR); “The Treasury Acquisition Procurement Regulations” (TAPR); “Acquisition Management”; as well as the latest procedures and techniques.
  • Comprehensive knowledge of negotiation techniques, cost/price analysis, legal and regulatory interpretations, unusual terms and conditions, contract administration plans, task orders and contract modifications in order to reach agreement with proposed contractors on pricing, technical terms, performance, setting forth terms in contractual documents, and to ensure delivery of acceptable items to meet operating needs.
