Job Description:
The position is located in the Office of Railroad Policy and Development (RPD), Office of Infrastructure Investment, in the Federal Railroad Administration (FRA) in Washington, DC. The Office is primarily focused on improving railroad safety, efficiency and capacity through financial assistance, planning, research, development, and the application of innovative technologies.
Job Responsibilities:
- Oversees the planning, development, interpretation of comprehensive policies, procedures, regulations, and directives for FRA grant functions.
- As Division Chief, plans work to be accomplished and set priorities for subordinates based upon workload and abilities.
- Advises the Office Director, the Associate Administrator, Administrator and the Office of the Secretary of Transportation on rail financial assistance programs for the Office.
- Implements financial assistance programs ;coordinates on development of Notices of Funding Opportunity
- Review and evaluation of applications for funding, including coordination of technical and financial analysis, in conjunction with other Divisions within and outside the Office.
- Coordinates on the management and closeout of all FRA grants and cooperative agreements to include reimbursements, modifications and adjustments, and programmatic progress reporting.
- Serves as the FRA contact point with DOT and other Federal agencies relative to FRA grant and cooperative agreement policy and programmatic matters.
- Supports development and implementation of office program management systems and procedures to ensure timely, high quality, cost-effective delivery of all work products.
Job Requirements:
- You must complete a one-year probationary period (unless already completed).
- Experience overseeing the planning, development, interpretation of comprehensive policies, procedures, regulations, and directives for grant functions.
- You must be a U.S. Citizen and eligible for consideration.
- You must complete a one-year supervisory probationary period (unless already completed).
- The ideal candidate has experience managing Federal financial assistance programs and activities related to intercity passenger and freight rai I services, including grant programs for
- States, freight railroads, Amtrak and others.
- You must meet specialized experience to qualify.
- Experience implementing all phases of the grants lifecycle: coordinating on development of Notices of Funding Opportunity
- Reviewing and evaluating applications for funding
- Execution of grant agreements
- Management of reimbursements, modifications and adjustments; management of closeout; and programmatic progress reporting.
