Job Description:

The position has site-wide programmatic scope and influences Shell personnel, contractors and incident investigation teams. There are no direct reports, and minimal discretionary spend authority associated with the position. The Environmental Reporting Analyst provides support in the areas of air, water, and waste compliance and regulatory/environmental reporting activities for the Norco Manufacturing Complex. The role leads reporting efforts for SARA, Shell Global Performance Management Reporting (GPMR), Hazardous and Solid Waste, and supports DMR reporting. Additionally, support of various water/waste and air programs is expected.

Job Responsibilities:

  • Meet all regulatory and internal deadlines.
  • Serves as the site focal point and subject matter expert for environmental data collection and data entry into the Shell Global Performance Management Reporting (GPMR) and Shell Environmental Reporting System (SERS), including quarterly GPMR data quality reviews.
  • Provide technical review and analysis of environmental data and emissions trends (e.g., Waste, Water, GHG, CO2e, TRI, criteria pollutants, and toxic pollutants). Utilize analyses to improve environmental performance and to reduce the environmental footprint. Communicate emission trend data and key messages to the site leadership teams.
  • Prepare and submit Discharge Monitoring Reports (DMRs) in coordination with the Norco Waste/Waste Program Coordinator.
  • Prepare Annual Hazardous Waste and Solid Waste reports, Quarterly Hazardous Waste taxes, as well as supporting documentation.
  • Generate and submit SARA 311, 312 (Tier II), and 313 (TRI) reports. This includes collection of data, analysis, and data entry into computer databases as necessary with appropriate overview. Review new and updated MSDS for SARA hazards and maximum storage quantities. Collect annual source activity, production and purchasing information, and pollution prevention data.
  • Team member and support to the Norco Recycling Program.
  • Team member and support to the Norco Emergency Operations Center (Environmental Unit Team).
  • Assists with Continuous Emissions Monitoring (CEM) Quality Assurance program; reviewing and validating CEM data to comply with regulatory procedures.
  • Responsible for implementing critical enhancements in the way the site adheres to the Shell Global Performance Monitoring and Reporting (GPMR) requirements to significantly improve data reporting accuracy and timeliness.
  • Provide analytical support to the Air Program Coordinators (Refinery and Chemical) when necessary.
  • Interface with the site MSDS Coordinator in the collection of new and updated chemicals in order to maintain environmental and material databases.
  • Coordinates and collaborates with the Environmental Department team members to assist with MOCs and providing support on various environmental regulatory and reporting issues.
  • Assist the Norco Water/Waste Program Coordinator and Environmental Manager in delivering the Shell Powering Progress Respecting Nature Environmental Framework elements related to Waste Circularity, including waste minimization, recycling, and reuse, supplier packaging waste reduction, and implementation of the Cority Waste Management Database IT Tool.
  • Act as the Environmental Incident Reporting Focal Point for the Norco Environmental Department.
  • Verify the accuracy of all information for submittal to regulatory agencies.
  • Part of the environmental duty rotation.
  • Provide support for the annual internal/external ISO 14001 audits. Provide support for the Shell HSSE & SP Control Framework audit as the SME for PMR.

Job Requirements:

  • Good interpersonal skills and a high degree of work organization are expected. Proven capability to learn and understand complex requirements.
  • Bachelor’s degree in Engineering or related equivalent.
  • Proven track record of productivity when challenged with multiple projects and priorities.
  • Strong relationship and leadership skills demonstrating initiative, honesty, integrity, courage, and respect.
  • The candidate should also have excellent verbal and written communication skills and possess the ability to work independently and collaboratively.
  • Minimum of three (3) years of experience in Environmental regulatory reporting, permitting, or compliance experience for environmental compliance programs in a refinery or chemical plant
  • Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
