Job Description:

The Shell Houston Lube Oil Blending Plant (LOBP) is in Texas, Galena Park, USA. HLP is the world’s largest Lubricant Blending and Packaging plant and produces branded products such as Pennzoil, Quaker State, Rotella T, Helix, and other Shell branded lubricants. HLP is committed to a world class maintenance and engineering team to meet our overall capital strategy and commitment as well as developing and implementing Process Automation, Control and Optimization solutions. This Position acts as the Site Focal Point for any electrical, instrumentation and Process Control Domain issues as well as leading and executing small capital projects.

Job Responsibilities:

  • Monitors environmental waste collection, and disposal activities via Cority software
  • Provide badge access to the plant and smart card onboarding support, which includes facilitating external visitors (on-site accommodations, greeting and escorting, PPE, etc.) and maintaining the visitor log.
  • Schedules and maintains the required HSSE training records and reporting in Workday
  • Coordinate reporting of actions from In-Control and FIM.
  • Support the Plant Manager and Site Leadership team with administrative tasks on an as-needed basis.
  • Supports Lab Supervisor with GSAP data entry / documentation and other tasks as they arise.
  • Provides primary administrative support and assistance to the Site HSSE Specialist, Environmental Compliance & Assurance Analyst, and the Lab/Quality Manager on a daily basis.
  • Focal point for onsite support of housekeeping staff to include scheduling of quarterly carpet cleaning rotations
  • Focal point for site Drug and Alcohol Screening program.
  • Monitors and inputs embedded contractor hours worked, and site vehicle mileage records monthly, inputs data into FIM.
  • Serves as a member of and supports site Emergency Operations Center (EOC) activities in roles / duties as assigned on an as needed basis.
  • Support site behavioral based safety program(s) (i.e., WHM/LocStatt).
  • Preserve quality records to maintain IATF/ISO certification(s).
  • Preparation and distribution of communications to the site on behalf of the Plant Manager.
  • Backfills and supports other site administrative assistants on an as needed basis.
  • Maintain HSSE file plan and documents, including SharePoint and document retention (e.g., Hurricane Plan, Spill Plan, etc.).
  • Management of Fountain Incident Management (FIM) data.
  • Coordinate meeting rooms and logistics for on-site meetings and site events.
  • Inputs environmental data on quarterly and annual frequencies into the SERS system
  • Supports Quality and Compliance Coordinator with audit preparation and associated assessments.
  • Assists in the development and delivery of site-specific training as needed to include new employee on-boarding, and other topics as they arise
  • Focal point for supplies for the office and copier maintenance and supplies.
  • Supports HSSE & Q initiatives to include visible field presence providing “cold-eye” review perspective on site hazards. Mitigates and / or reports up as appropriate.
  • Maintain HSSE & Q electronic signage boards and other signs and communication boards.
  • Assists in the annual coordination of Shell Safety Day and other special events (e.g., recognition events, VP visits, etc.).
  • Assists with Joiner, Mover, Leaver process for the site.

Job Requirements:

  • Familiarity with industrial communications protocols, including Hart, Profibus and Ethernet.
  • Strong technical knowledge of control system programming and network design, relay logic, pneumatic controls, technical knowledge of electrical distribution systems.
  • Minimum of 10 years of PACO, instrumentation engineering and project management experience.
  • Prior operations and lubrication experience is a plus.
  • Must be capable of interpreting JIC & DIN electrical schematics, ANSI electronic schematics, P&ID’s, loop diagrams, single line and logic documentation. Must be capable of troubleshooting and/or repairing high voltage circuits (up to 480VAC).
  • Experience in a high-speed packaging environment is a plus.
  • Bachelor’s degree is preferred.
  • Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
  • Experienced and knowledge of PLC’s, Digital Control Systems, MOV’s, VFD’s, MCC’s, Control Valves, Motors, Electrical systems, 13.8kva Switchgear down to 24v dc instrumentation, tank gauging systems, level, temperature, pressure and flow meters
