Job Description:
Serves as the District Supervisor for the Federal Railroad Administration’s (FRA) Motive Power and Equipment (MP&E) Division that plans, develops, coordinates, and directs programs for MP&E field employees in support of FRA objectives, policies, and missions; provides managerial direction and technical guidance over subordinate field elements and employees; serves as an advisor to the MP&E Staff Director on field level issues pertaining to safety related or administrative programs.
Job Responsibilities:
- Supervises, directs, and coordinates through subordinate supervisors, MP&E field staff activities relating to the enforcement of national policies and programs to determine carrier compliance with Federal safety laws, regulations, and standards pertaining to railroad safety and Motor Power and Equipment.
- Functions as a manager and Motive Power and Equipment safety expert leading the planning, direction, and evaluation of programs assigned to MP&E field staff.
- Provides advice, review and analysis, issue identification and policy options for consideration by the Staff Director.
- Manages the development of rail safety budget requirements and program plans for field staff.
- Develops methodology for assessing the effectiveness of the Division level programs in meeting established goals and objectives.
- Evaluates data from FRA safety databases and uses it, along with other considerations, to make recommendations on assigning inspectors, identifying areas for special focus, determining emerging safety trends, and gaining uniform enforcement of Federal regulations.
- Recommends changes to existing policies and redirection of resources, where appropriate.
- Supervises, directs, and coordinates MP&E field staff participation in accident investigations, in some cases through subordinate supervisors, in coordination with the Accident Investigation Division.
- Coordinates with and supports other Federal and state agencies in these activities, as appropriate.
Job Requirements:
- You must complete a one-year supervisory probationary period (unless already completed).
- Males born after 12/31/1959 must be registered for the Selective Service.
- Experience with overseeing special investigations, studies and projects including automation projects, waivers, violation, and complaint investigations.
- Experience with implementing policies and programs to determine compliance with Federal safety laws, regulations, and standards pertaining to rail equipment, labor relations, and railroad workplace safety.
- Experience with the coordination with and support for other Federal or state agencies, labor unions, NTSB and other external entities in railroad safety activities.
- Must meet specialized experience stated in Qualifications section
- Experience with managing/directing /and/or leading workforce related activities in support of policies and programs for railroad safety.
